Mr. Mihail Dimovski
Key Expert 1: Team Leader
Mr. Mihail Dimovski has more than 25 years of professional experience in EU approximation process, assisting EU enlargement countries with the accession process, transposition and implementation of the EU legislation and assisting the European Commission dialog with enlargement countries. He has exceptional knowledge of the beneficiary countries through participation of numerous projects supporting enlargement process.
Mr. Dimovski has in-depth experience in management of complex technical assistance contracts including the preceding project “Environment and Climate Regional Accession Network–ECRAN” or other relevant contracts for the WB and Turkey such as “Regional Implementation of Paris Agreement” or “Progress monitoring of the transposition and implementation of the EU environmental legislation in the Western Balkans incl. Turkey”
Mr. Simon Pow
Key Expert 2: Senior waste management expert
Dr Simon Pow has over 29 years of environmental and waste management experience, including 22 years of experience in international cooperation in Neighbourhood and Balkan countries on the strengthening of national policy, institutional and regulatory capacity frameworks in line with EU waste acquis to facilitate reforms in environmental/waste governance at a national, cross-border and inter-state level.
Mr Pow has been an integral tam member in the strengthening of waste management frameworks in these countries, particularly with respect to introducing all aspects of the EU waste acquis into their prevailing policy and regulatory frameworks systems. Over the course of his career, Mr. Pow has worked extensively on introducing the provisions /principles of a number of the EU’s Framework and Daughter Waste Directives , particularly the Waste Framework Directive (2008/98/EC), the Landfill Directive (1993/31/EC), and the “mining Waste” Directive (2006/21/EC) in Neighbourhood and Balkan Countries.
Ms. Mihaela Popovici
Key Expert 3: Senior water management expert
Ms. Popovici has more than 30 years of professional experience related to environment and water management. During her professional carrier within the Ministry of Water, Forest and Environment in Romania, Ms. Popovici had a major role in development of environmental and water strategies, policies, laws and regulations in the framework of the EU accession preparation – such as National Water Management Strategy, Water Law, Environmental strategy paper, National Environmental Action Plan and large number of relevant regulations.
Her professional experience covers working in International Commission for the Protection of the Danube River (ICPDR) as Technical Expert Water management. During her work she provided support to 14 Danube countries on environmental approximation to EU acquis and transboundary cooperation in the most international river basin in the world and ensured technical support on the implementation of EU Directives and policies. With the ECRAN project she coordinated Water Management Working Group providing assistance to the project beneficiary countries.
Mr. Christian Nagl
Key Expert 4: Senior air quality expert
Mr. Christian Nagl has an extensive experience in air quality assessment, reporting and management of air quality. He works on the position of Deputy Head of Unit Air Pollution Control, Buildings and Registries in the Environment Agency Austria and is regularly intervening on EU funded projects as Air quality expert.
During his professional carrier, Mr. Nagl worked as Twinning/TAIEX projects as expert on air quality assessment, management and NEC programmes expert in the Western Balkans and Turkey. Mr. Nagl has experience working with European Commission, particularly with DG Environment in the capacity of Air quality expert on EU financed framework contract for services related to the assessment of applications for time extensions to the deadlines for compliance with air quality limit value – services related to the assessment of notifications of time extensions under Article 22 of Directive 2008/50/EC and for implementation of air quality legislation. Mr. Nagl also participated as Component Leader for air quality on EU financed project ‘’Environment and Climate Regional Accession Network (ECRAN)’’.
Mr. Tomasz Łuczyński has over 15 years of experience in development and implementation of complex projects for international organizations, companies and government institutions in Poland and abroad. He was responsible for successful implementation of several donor funded projects on behalf of NIRAS IC Sp. z o. o. International Consulting in the Western Balkans and Turkey.
Tomasz has an in depth knowledge of EU funded capacity building projects implementation process and good practices. Furthermore, he is a specialist in communication and international business including export promotion and public affairs. He holds Master’s Degree in International Relations and Postgraduate Diplomas in Project Management and Public Relations.
Mr. Mesquita graduated in Political Science and International Governance (BA) and Comparative History of CEE and SEE (MA). He started as an intern in the Office of European Integration of the Ministry of Foreign Affairs (Portugal) in 2004, he participated in the team that monitored and reported EU’s institutional reform to the Ministry’s policy makers.
After completion of the BA he moved into the civil society sphere by working for a regional newspaper, where he covered and wrote pieces about local and regional politics, civil society initiatives, liaising with local stakeholders and covering relevant events. Once he finished his MA (2007), he became project manager and expert in the Environmental Law Enforcement and Compliance team in the REC. In the past 10 years, he worked as an international expert, in a number of environmental related projects, with a specific focus on EU pre-accession capacity building for environmental law enforcement and compliance. He has also been engaged in European neighbourhood policy projects in Belarus, Ukraine, and Moldova. He participated in the writing of several publications. In 2017, he become Chief of Staff in the REC, where he took internal management and coordination responsibilities. He is currently working as an environmental independent consultant.
Ms. Paszkowska holds a Master Degree in Biotechnology and joined NIRAS IC Sp. z o. o. in 2015. As a junior project manager, she has working experience in EU funded projects, including three-year TAIEF project focusing on short-term peer-to-peer assistance aiming to support environmental policy development and implementation in Asia, Africa, and Latin America.
She was responsible for organization and logistic of numerous national and international trainings and seminars, as well as organization and co-ordination of workshops and study tours. Within TAIEF project, as a Logistic Coordinator, supported organization of more than 80 international events. She has also a wide experience in administrative co-ordination of the EU projects, including following-up the progress of the project on a daily basis, preparation of projects documentation, data analysis, as well as projects accountancies supervision according to the EC Practical Guide.
Ms. Edyta Sewastianowicz holds Master’s Degree in International Relations from Warsaw University.
She combines extensive experience in the area of educational programmes with the management and organization of broad range of capacity building activities.
She joined NIRAS in 2017 and since then has been involved in implementation of several donor funded projects in the EPPA region.
Her expertise covers also project financial reporting and documentation.
NIRAS IC Sp. z o. o. , Management Board
Mr. Adam Iwaszko is a senior manager with university background in the field of Environmental Protection and Project Management. He holds PRINCE 2 Foundation certificate in “Project Management” and has more than 15 years of experience in management and coordination of complex projects in various countries, including Turkey and Western Balkans region.
He is fully familiar with the PRAG procedures and the implementation process of the EU funded projects. His backstopping performance was always highly appreciated by the clients and all actors involved since he managed to define efficient, effective and feasible solutions. He is skilled at establishing cordial and workable links between major project partners and other stakeholders. Mr. Iwaszko has excellent communication skills and ability to actively build good relationships between parties involved in the project. His portfolio of relevant assignments managed include experience in supervising complex projects with large number of stakeholders and involved institutions such as: Capacity Building Support to Turkey on Groundwater Management in Turkey, EU Water Stars Project in Egypt or Environmental Technical Assistance and Information Exchange Facility for DG Environment as well as several others. On top of that he managed and supervised several environment contracts in the Western Balkans and Turkey.
Umweltbundesamt GmbH, Key Account Manager for Western Balkan countries, Turkey and Romania
Ms. Violeta Philippitsch holds a Ph.D. in Chemistry from Vienna University and joined the Environment Agency Austria (EAA) in 2005. She is a capacity development and communication expert within Umweltbundesamt, with wide institutional capacity building and public awareness experience.
As the responsible person for the region in the environmental area in Austria, she is working closely with the Ministry of Environment and the Ministry for Europe, Integration and Foreign Affairs, developing country strategies and following the progress of the WB countries towards the EU. She has a good knowledge of Bosnian/Croatian/Serbian and understanding of Macedonian language She has a wide knowledge of environmental and Climate EU-legislation and is also responsible for co-operation with international organisations and support to the execution of internationally assumed commitments. She is working closely with RCC, Energy Community, UNEP, GIZ and other relevant international institutions in the WB countries.
