The objective of this component is to provide ad hoc independent reviews of selected draft legislation and evaluating the extent to which the acts comply with corresponding EU environmental acquis.

Compliance checking

Independent compliance checks of draft legislative acts, though constituting an ad hoc activity, represent an important component of the project. It is essentially through this component by which the respective elements of the state apparatus of the beneficiary countries can be aligned with the EU environmental acquis. Compliance check aims at verifying if a proposed piece of domestic legislation is compatible with the Stabilisation and Association Agreement and, in more detail, with a particular piece of EU legislation.

The beneficiary countries and/or the European Commission may request compliance checks of a draft law or adopted legal act. For each draft or adopted legal act to be reviewed, a compliance check against the corresponding EU directive will be performed on a paragraph by paragraph basis.
